Designated parking spaces useless?

Ash White is a fashion company owner who also has a Lamborghini worth £250,000.
He has parked his flash sports car in a parking space set aside for the Mayor of Gloucestershire in England and always gets a parking ticket.
He has won al his appeals through a technicality.
Mr White got help from Nigel Wise who is a parking law expert.
Mr Wise says “There is no such thing as a priority space for the mayor. They are just putting up restrictions willy-nilly.”
Now, the council bosses have said legislation has changed ..... but have they?
