De-registering Vehicle - Driving With No Number Plates

Police stop a vehicle and asks the driver/traveller why there are no number plates showing.
The traveller says he has de-registered the vehicle and there is also no tax on it.
The police or policy men allow the vehicle to leave.

I am presuming that the vehicle now is classed as a private conveyance for the purposes of travelling rather than driving.
Driving involves using the vehicle for some sort of reward.

Does anyone know how easy it is to de-register a vehicle?

The police don't know the law and so when confronted with it they don't know how to react in case they get into trouble.

If the police did nothing then they either don't know the law or were too bothered about the unknown
