UK Police using IMSI grabbers - they take data off your mobile phone
The vulnerability in the phone operators network mean that the police or anyone who can exploit things can gain access to your mobile phone.
They mimic the operator's network and you unwittingly latch on to that where they are used.
It is basically a mass surveillance of mobile phones and possibly other things like tablets and laptops etc.
The police have purchased some CCDC's and is on the public record for doing so.
CCDC stands for 'Covert Communications Data Capture'.
If you are in the same place where these devices are used, they can grab all the data off your phone.
